2023 Flow Decree: Streamlining Entry for Non-EU Workers in Italy

In 2023, as we all know, Italy is facilitating the regular entry of 136,000 non-EU workers through the Flow Decree. These entries are divided into three categories:


1. Non-Seasonal Subordinate Work: 52,770 entries

2. Self-Employed Work: 680 entries

3. Seasonal Subordinate Work: 82,550 entries


Application Period:

From 9:00 AM on October 30, 2023, to November 26, 2023, you can pre-compile your application forms using the provided platform.

The system operates daily from 8:00 AM to 8:00 PM, including weekends.

If you need assistance during these hours, you can access the HELP DESK service through the "Help Desk" option on each page.


Application Submission Dates:

- December 2nd: Open for non-seasonal employed workers who are citizens of countries with cooperation agreements with Italy (using the B2020 application form).

- December 4th: Available for other non-seasonal subordinate workers, such as caregivers (using the A-BIS, B, VB, LS, LS1, LS2 application forms).

- December 12th: Accessible for seasonal workers (using the C-STAG application form).


All applications must be submitted by December 31, 2023. If your application doesn't fall within the quota based on the order of submission, you'll receive a notice on the ALI portal stating, "The application is currently not within the quota."


Application Requirements:

To submit your request electronically (here), you need to have a SPID or CIE identity.

This requirement is outlined in a joint circular from the Ministries of Interior, Labor and Social Policies, Agriculture, Food Sovereignty and Forestry, and Tourism. This circular provides operational guidelines for the implementation of the decree of the President of the Council of Ministers, published in the Official Journal no. 231 of October 3, 2023.
