Starting January 1, 2024, Italy embarks on a fresh chapter of social welfare with the introduction of the Inclusion Allowance (Assegno di Inclusione - AdI), a groundbreaking initiative designed to offer economic support and facilitate social and work integration. This new measure is a beacon of hope for many, aiming to supplement family income and provide rental assistance through a comprehensive approach that marries financial aid with active engagement in training and work activities.

Who Benefits from the Inclusion Allowance?

The AdI extends its benefits to families with at least one member who is either disabled, under the age of 18, over 60, or facing significant social disadvantages necessitating inclusion in local social and health service programs.

Eligibility Criteria for Foreign Citizens

For foreign residents in Italy, accessing the Inclusion Allowance comes with specific prerequisites, centered around citizenship status, residency permits, and the duration of stay in Italy. To be eligible, applicants must meet the following conditions:

- Citizenship and Residency Permit: The applicant must be a European citizen or a family member of one, possessing either the right of residence or permanent residence. Alternatively, third-country nationals need to have an EU long-term residence permit or hold international protection status, such as political asylum or subsidiary protection, as outlined in Legislative Decree no. 251 dated November 19, 2007.

- Residency Requirement: A critical criterion is the necessity for the applicant, and potentially applicable family members, to have resided in Italy for a minimum of five years, with a continuous stay for the last two years. This residency is crucial not only for the applicant but also for family members included in the equivalence scale that determines the AdI amount.

Pathway to Inclusion

The Inclusion Allowance is more than just financial support; it's an opportunity for beneficiaries to engage in personalized paths that may include training activities and active policy measures. This holistic approach ensures that the support provided is not merely temporary but a step towards long-term social and economic inclusion.
